LightFeather is currently seeking an experienced and dynamic Program Manager to lead and oversee our high-impact projects, delivering exceptional analytics, user experience, and enterprise software development services. The ideal candidate will have a proven track record in managing large teams, delivering high-quality results in a Federal contracting environment, and a deep understanding of both data analytics and software development lifecycles.

This Position is Full Time, Remote.

Responsibilities:

  • Lead and manage 4+ teams, each with at least 10 personnel, including contractors, across multiple projects, ensuring the delivery of high-quality analytics, user experience, and enterprise software development services.
  • Oversee and manage all contract activities, ensuring successful delivery of projects by developing and maintaining detailed project plans, including defining activities, milestones, and critical paths.
  • Facilitate effective communication and coordination among stakeholders, including Federal clients, to ensure project success across various products and departments.
  • Monitor program execution, identify obstacles and deviations, implement corrective actions as needed, and conduct continuous risk assessments to mitigate potential risks.
  • Manage project resources, including staffing, onboarding, clearance processes, and training requirements, to ensure project objectives are met on time and within budget.
  • Create and deliver a range of documentation and visual materials, including reports, presentations, charts, and graphs, to communicate project progress and insights effectively.
  • Generate monthly project status reports, compile work products, and prepare budget summaries for review by stakeholders.
  • Proficiently handle configuration management planning, including configuration identification, change control, status accounting, audits, and documentation.
  • Lead multiple teams supporting multiple applications with independent release schedules, managing tasks, performance, conflict resolution, and issue escalation as necessary.
  • Develop and implement training materials to enhance team skills and ensure efficient execution of various processes.

Required Qualifications and Skills:

  • US Citizenship.
  • Active or prior clearance at the Public Trust or above. IRS, Department of Treasury, or DHS ICE clearance preferred. If prior, must be within the last 2 years.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field. Equivalent experience will be considered.
  • Project Management Professional (PMP) Certification.
  • Certified Scrum Master (CSM).
  • 12+ years of relevant experience in an enterprise software development environment.
  • 8+ years of project management experience within Agile software development.
  • Demonstrated experience managing 4+ contractor teams, each consisting of at least 10 personnel, in support of Federal clients.
  • Proficiency with requirements tools and tracking systems, specifically JIRA, and experience developing and managing program schedules using project management software.
  • Extensive experience in Government contracting, with strong problem-solving capabilities and the ability to adapt to changing project requirements and priorities.
  • Excellent leadership, communication, and organizational skills, with a proven ability to manage cross-functional teams and stakeholders effectively.
  • Experience in continuous risk assessment and management, configuration management, and developing metrics and reports to track program execution and performance.

Preferred:

  • Background in data analytics, exploratory data analysis, and delivering data pipelines.
  • Familiarity with technologies and tools such as PowerBI, Airflow, Erwin, GitLab, and Python or similar for AI/ML projects.
