Program Manager
LightFeather is currently seeking an experienced and dynamic Program Manager (PM) to oversee contract activities. The PM will have comprehensive responsibility for planning, organizing, directing, controlling, staffing, and reporting status, deliverables, and schedules to the Government. This role demands a highly organized and proactive professional with a strong background in enterprise software development and project management.
This Position is Primarily Remote with a Possibility of Occasional On-Site Work in the DC Metro area.
Key Responsibilities:
- Oversee and manage all contract activities, ensuring successful delivery of projects.
- Develop and maintain detailed project plans, including defining activities, milestones, sequencing tasks, estimating effort, and determining the critical path.
- Monitor program execution, identify obstacles and deviations, and implement corrective actions as needed.
- Conduct continuous risk assessments and management, developing measures to mitigate risks.
- Develop metrics and reports for tracking program execution.
- Manage contract management, budgeting, and resource allocation, including the management of subcontractor personnel.
- Proficiently handle configuration management planning, including configuration identification, change control, status accounting, audits, and documentation.
- Lead multiple teams supporting multiple applications with independent release schedules.
- Assign tasks, monitor performance, communicate progress, resolve conflicts, and escalate issues as necessary.
Required Qualifications and Skills:
- US Citizenship.
- Ability to obtain and maintain a Public Trust clearance; previous or active DHS ICE clearance is preferred.
- Bachelor’s degree in Computer Science, Information Technology, or a closely related field.
- Project Management Institute (PMI) Project Management Professional (PMP).
- Certified Scrum Master (CSM).
- 12+ years relevant experience in an enterprise software development environment.
- 8+ years of experience in project management within an Agile software development environment, including software lifecycle management methodologies.
- Proficiency with requirements tools and tracking systems, specifically JIRA.
- Experience developing and managing program schedules using project management software.
- Experience leading multiple teams, managing independent release schedules, and handling resource allocation and subcontractor management.
- Proven experience in continuous risk assessment and management, with a focus on mitigating risks in program execution.
- Strong skills in developing metrics and reports to track program execution and performance.
- Extensive experience with configuration management, including identification, change control, status accounting, audits, and documentation.
- Excellent communication, organizational, and leadership skills.
- Strong analytical and problem-solving abilities.
- Ability to work under pressure and meet tight deadlines.
- Experience in Government contracting is a plus.
